[Tx-speed] SSNs and EDI

Texas SPEEDE Users - Our UG does not have an official policy, but I 
thought this discussion might be of interest.      dave

Hi XXXX.  My personal view is that not sending the SSN increases the 
difficulty of getting an accurate match with the right file at the 
receiving school.  This could cause extreme difficulty in cases where 
names have changed.  SPEEDE transcripts are currently going just to 
other schools, and these  are good about protecting private student 
info.  Students also have to authorize release of their transcripts.

Governing boards and attorneys sometimes dictate things and make them 
beyond our control.  I would still favor an option for the student to 
"opt in" to including the SSN.

If you really can't send any but last 4 digits of the SSN, I suppose you 
could use REF01="SY" as if you were sending an SSN, but send "XXXXX1234" 
so the recipient might be able to figure out manually what you are 
doing, even though the automated matching algorithms would fail.

If you are sending just your institutional ID, it will be of little or 
no use to the recipient, but you would use REF01=LR.

These are good questions.  Would you mind if I posted this to the
